Getting Started with Hours of Service (HOS)

Hours of Service (HOS) helps you stay compliant with the HOS regulations of the Federal Motor Carrier Safety Administration (FMCSA). Your drivers can use their in-cab devices to log their hours and update their statuses. This allows you to monitor which drivers are in violation and ensure that your drivers are working under safe conditions. The HOS feature also allows you to plan jobs based driver HOS status and to review up to six months of data for audit purposes.

Mandatory Setup Steps

To stay compliant with FMCSA regulations, you must complete the steps listed below:

To add more than one carrier to your account, the multi-carrier feature must be enabled for your fleet, and you must have the right permissions.

  1. Click HOS > Settings > Carrier Settings
  2. Click Add
  3. Define the following carrier properties.

    • Carrier Name Enter a name for the carrier. Multiple carriers can have the same name.
    • DOT Number Enter the DOT number of the carrier. Each carrier must have a unique DOT number.
    • Address Enter an address for the carrier.
    • Address 2 Enter any additional information about the address, such as suite number, building, floor, etc.
    • City Enter the city.
    • State Select a state.
    • Zip Code Enter the zip code.
    • Country Enter the country.
    • Shipper Enter the name of the supplier or owner of the commodities being shipped. This field will be pre-populated for the driver.

    • Commodity Enter the goods or items being shipped. This field will be pre-populated for the driver.

      Shipper and Commodity correspond to the Manifest section in DRIVE on in-cab displays

  4. When finished, click Save & Close

The Terminals Settings screen allows you to add and edit terminals within your fleet. Terminals are not mandatory, but because this is added to driver profiles when they are created, setup is recommended to help fleet managers quickly identify which terminal or yard the drivers are based out of.

  1. Click HOS > Settings > Terminal Settings.
  2. Click Add .

The License Class Manager is a centralized location to manage all license classes that have been created within a fleet. From the License Class Manager, you will be able to add, delete, or modify license class properties across the entire fleet. Enable License Authorization and Monitoring to be notified when drivers use vehicles that they are not authorized to operate.

You only need to set up each license classes one time. HOS fleets must set up license classes before adding drivers.

  1. Select Administration > Drivers > License Class Manager. A list of all existing license classes is displayed.
  2. Click Add.

  3. Enter a display name and a description for the license class.
  4. Select the vehicle types the license is authorized to operate.
  5. Click Save.

You can add and set up an individual as a Driver in DIRECTOR who operates a vehicle and whose hours must be tracked and logged.

Prerequisite

  • You must have permission to perform this task. For more information, contact your regional support team.
  • You must set up license classes before you can add HOS drivers. See License Class Manager

Adding an HOS driver

  1. Click Administration > Drivers > Drivers.

  2. Click Add and select Regular Driver. Define the following driver properties:

    You can define the basic details of a driver, such as name, address, and phone number.

    • Title Enter the title of the driver.
    • Unique Number Enter a number associated with the driver, like an employee ID.
    • First Name This field is required. Enter the first name of the driver.
    • Last Name This field is required. Enter the last name of the driver.
    • Driver Group Select the group the driver belongs to.
    • Address Enter the address of the driver.
    • Email Enter the email address of the driver. Entering the email of the driver will auto-populate the field in DRIVE when driver's choose to email records to themselves.
    • Mobile Phone Enter the phone number of the driver.

    After creating classes via the License Class Manager, you can assign a license class to a driver to ensure that the driver is using a vehicle that he or she is authorized to operate. When adding a license, you will also enter the license number, expiration date, date of last physical, license country, and license state.

    You can also select Enable License Authorization & Monitoring to be notified if the driver uses a vehicle he or she is not authorized to operate. You can enter the contact(s) who will receive the notification.

    You must create an identification credential for a driver to allow him or her to log on to a vehicle. This allows you to identify and track which drivers are currently operating your vehicles. After enabling the feature for your drivers, you must enable it for your vehicles as well. See Enabling Driver Identification.

    Prerequisite

    • You must have permission to perform this task. For more information, contact your regional support team.

    • Active Driver ID Select the checkbox to activate the associated Driver ID for the driver profile (Active), and deselect to set it as Inactive
    • Driver ID—Enter an ID for the driver
    • Set PIN—Enter the driver's PIN
    • Confirm PIN—Confirm the PIN by entering it again
    • Expiry Date—Enter an expiry date when the driver profile will automatically be changed to Inactive
    • Enable Multiple Logons—This feature is for non-HOS fleets only
    • Restrict Logon when PIN in use—This feature is for non-HOS fleets only
    • Electronic ID—This feature is for non-HOS fleets only

    You can create an account for a driver if you want to give him access to the Driver Portal. This allows a driver to view and sign his HOS logs.

    • First Name Enter the first name of the driver. This field may automatically be populated based on the information you entered in the Details tab.
    • Last Name Enter the last name of the driver. This field may automatically be populated based on the information you entered in the Details tab.
    • User Name This field is required. Enter the user name the driver will use to log into the Driver Portal.
    • Password Expiry (Days) Enter the number of days when the driver needs to change password
    • Password Expires On Enter the date when the driver's password expires.
    • Password Never Expires The driver does not need to change password.

    You can define the HOS properties of a driver, such as Regulation, Regulation Type, Profile, and Time Zone. The Carrier details are also displayed, but you cannot edit these fields.

    Status Description
    On Duty ND (Not Driving) Used when drivers may not be subject to HOS (On Duty Driving) due to weight or passenger minimum requirements
    Non CDL Used when drivers may not be subject to HOS (On Duty Driving) due to weight or passenger minimum requirement
    Yard Move Allows drivers to move vehicles in a yard (considered On Duty but does not use driving time)
    Personal Conveyance Allows drivers to use vehicles for personal use (considered Off Duty)
  3. When finished, click Save & Close

If your fleet has Support Personnel who are non-drivers, such as administrators, supervisors, or mechanics, you must set them up as a Support Personnel in DIRECTOR. If Support Personnel are not setup in DIRECTOR but move a vehicle without logging in to the in-cab display, Unassigned Drive Time events will generate, which requires administrative action to correct.

Not every fleet has Support Personnel.

Prerequisite

Adding an HOS driver

  1. Click Administration > Drivers > Drivers.

  2. Click Add and select Support Personnel. Define the following driver properties:

    • Restrict Logon when PIN in use—Select to restrict a driver from logging on to a second vehicle when his or her PIN is already in use with the first vehicle. If this is not selected, the driver will be allowed to log on to the second vehicle and will then be logged off the first vehicle.

      This cannot be enabled at the same time as Enable Multiple Logons.

    • Electronic ID—If the driver uses a Dallas Key Fob, enter the 12-digit number printed across the metal disc on the driver's Key Fob

  3. When finished, click Save & Close

Recommended Setup Steps

The following steps are not required, but completing them will make it easier to manage your fleet:

To avoid unassigned drive time (UDT) events and reduce time spent sending log edit requests, you can set up alert for when drivers forget to log on to their in-cab displays.

Prerequisite

  • You must have permission to perform this task. For more information, contact your regional support team.

  1. Do one of the following, depending on the part of the user interface you are using:

    • Vehicles Pane—Right-click on the vehicle you want to edit the properties for and click Vehicle Properties
    • Menu Bar—Click Administration > Vehicles > Vehicle Summary. Select the vehicle you want to edit the properties for and click Properties
    • Map—Click on the vehicle you want to edit the properties for and select
  2. From the left pane, select Event Alerting > Alert Prioritization.

  3. Define the priority of the Driver Event, Failed to Logon to receive alerts for in DIRECTOR by checking the box under Envelope (email), ! (medium), !! (high), or !!! (urgent).

    • To assign email contacts to receive the alert, click the book icon and select an available contact by checking the box or by creating a new one by clicking the Add (+) button. Select Apply when finished.

  4. When finished, click Save & Close

HOS Alerts notify fleet managers when their drivers are close to receiving a violation or are in violation and when drivers forget to log off of the DRIVE app on their in-cab displays. Example alerts include: 

  • Drivers in violation of their daily or weekly cycle times
  • Drivers have not taken their 30-minute breaks
  • Short-haul drivers have breached their 150-air-mile radius
  • Drivers have forgotten to log off of DRIVE

Prerequisite

  • You must be an hours-of-service customer

Once alerts are created, they can be disabled by unchecking the “enable alert box.”

Adding an HOS Alert

  1. Click HOS > Settings > HOS Alerts and then Add to create a new alert

  2. Tick the checkbox to enable the alert

    Log Out Reminder The logout reminder provides a notification to email contacts that the driver has not logged off DRIVE and is on-duty within a pre-defined threshold, such as 2 hours. Warning N/A
  3. Name the alert and tick the checkbox to include the vehicle’s location with the alert
  4. Tick the Warnings (W) or Violations (V) boxes to select which you want included in the report
    1. You can quickly select all items in a column by ticking the Select All checkbox at the top of the column at the top of the column
    2. The Log Out Reminder Threshold is the amount of time drivers can be on duty before contacts you designate are notified that they have not logged off from their in-cab displays. If you have not set a Log Out Reminder Threshold, you will be prompted to do so.
    • Log Out Reminder Alerts occur once per shift, per driver. Many drivers forget to log off of DRIVE on their in-cab displays when switching vehicles or at the end of their shifts.
    • For example, if a driver logs on for the day and is in the on-duty status for 3 hours (an example threshold) without changing status, user-defined contact(s) will be sent an email notifying them that the driver may not have logged off.
  5. Under Driver Settings, type the names of the drivers or click on the driver icon to the right to create a list of drivers you want the alert to apply to
  6. Under Notification Settings, choose who should receive the alerts by typing in the field or clicking the Book Icon on the right side to add contacts
  7. Within Email Settings, specify when you want you alerts to be sent

    1. Tick the Send Email checkbox
    2. Choose the days you want to be alerted
    3. Tick the 24 Hours checkbox if you want to be alerted at any time during the day
      • If you want to limit the time of day you are alerted, you can enter a time range instead of ticking 24 Hours
  8. Click Save Alert

Sample Alert — Driver Forgot to Log Off

HOS alerts are customizable to suit the needs of your fleet. Two popular configurations include: 

  • Individual Driver Alerts — Creating separate alerts for each driver allows you to notify drivers when they forget to log off. The time it takes to set up this alert depends on the number of drivers in your fleet, as each driver will require their own alert.

    The Notification Settings only include the Driver Manager and the same driver who generated the alert.

  • Single Alert for All Drivers — Creating a single alert encompassing all drivers reduces the setup time but also reduces who can be alerted. We recommend only alerting dispatchers or fleet managers, as the alert will by generated by any driver forgetting to log off.

    The Notification Settings only include administrators, not drivers.

Prerequisite

  • You must be an hours-of-service (HOS) customer with drivers using electronic Driver Vehicle Inspection Reports (DVIR) in the DRIVE App on their in-cab displays.

Creating a DVIR Alert

  1. Click HOS > Settings > DVIR Alerts and then Add to create a new alert

  2. Tick the checkbox to enable the alert

  3. Name the alert and tick the checkbox to include the vehicle’s location with the alert
  4. Under Vehicle Settings, type the names of vehicles or click the Vehicle Icon on the right side to add vehicles you would like to include in the alert
  5. Under Notification Settings, type the names of contacts or click the Book Icon on the right side to add contacts you would like to receive the alert
  6. Within Email Settings, specify when you want you alerts to be sent
    1. Tick the Send Email checkbox
    2. Choose the days you want to be alerted
    3. Tick the 24 Hours checkbox if you want to be alerted at any time during the day
      • If you want to limit the time of day you are alerted, you can enter a time range instead of ticking 24 Hours
  7. Click Save Alert

The HOS Overview provides you a quick view of driving hours and status details of each driver in your fleet. This allows you to instantly distinguish which drivers are in violation or at risk of violation without generating a report.

The Driver Status section displays the number of drivers who belong to the following categories:

  • Violations (red) These are the drivers who are in violation for less than two hours. It becomes an Egregious Violation (dark red) when a driver is in violation for two or more hours. This category also includes drivers with Driving and On Duty statuses.
  • At Risk (orange) These are the drivers who are within two hours of committing a violation. This category also includes drivers with Driving and On Duty statuses.
  • Driving (green) These are the drivers who are driving or operating a vehicle.
  • On Duty (blue) These are the drivers who are working, but not driving.
  • Off Duty (gray) These are the drivers who are neither working nor driving (Sleeper Berth).

A pie chart also displays the proportion of drivers in your fleet that fall under the three status—On Duty, Driving, and Off Duty (Sleeper Berth). When you hover over a slice, the percentage value of the status is displayed.

When you click on a slice or one of the summary tabs, the grid on the right will be filtered and only the drivers who fall under that category or status will be displayed.

On the left of the Overview page, the grid columns display the status of each driver for the current day. Drivers in violation for the current calendar day are highlighted in red. You can right-click on a driver name to force log off the driver.

The grid displays the following columns:

  • 7/8 Day Rule Whether the driver has any hours left or has exceeded the allowed number of hours based on the 7/8 Day Rule.
  • Big Day Whether a driver qualifies for Big Day.
  • Current Location The location of the driver when the status was last updated.
  • Drive Time Used Whether the driver has any hours left or has exceeded the allowed number of driving hours.
  • Driver The name of the driver
  • Driver Group The name of the group the driver belongs to. (This column will not be displayed if your fleet is enabled for Driver Access Control.)
  • Tags The Rollup tags the driver has been assigned to. (This column will not be displayed if your fleet is not enabled for Driver Access Control.)
  • Last Update The date and time when the vehicle status was last updated.
  • Log Transfer Status The status of a log transfer to the FMCSA.
  • On Duty Used Whether the driver has any hours left or has exceeded the allowed number of working hours.
  • Status The current status of the driver.
  • Vehicle Group The name of the group the vehicle belongs to.
  • Vehicle Name The display name of the vehicle operated by the driver.
  • Status Duration The number of hours and minutes that the driver has had the corresponding status.
  • Go to Log A click-able icon to view the corresponding driver's most recent log.
  • Connectivity The connection status of the vehicle and the in-cab display (See Connectivity)
  • SSB Indicates when a driver is utilizing the split sleeper berth. A flag is raised when the driver takes the first segment and cleared when the drive completes the second segment.

You may need to force log off a driver who is in violation of Hours of Service. If there are multiple drivers logged in to the vehicle, the most recent active driver will be logged off.

  1. From the Driver Overview Grid (HOS > Overview), right-click on the driver you want to force log off.
  2. Click Force Drive Logoff. A confirmation message appears.
  3. Click Yes.

Drivers can also be logged off from the Vehicles Pane.

The HOS Logs page provides you a more detailed view of a driver's log records for a particular date. From this page you can also review, add and edit individual log entries. For example, if a driver makes a mistake on a log entry, you can view that log and make the necessary corrections.

The Logs page initially displays the log records of the driver with the most recent HOS status change or update. Click on the driver name to select a different driver.

The header displays information about the driver, such as co-driver, miles driven, profile, and time zone. You can click on the driver's name to view and select a different driver. The Logs Signed section shows if the displayed log has already been signed by the driver or not.

The right side of the header displays the following buttons:

  • Driver Select Open and select from a list of drivers in the fleet.
  • Open Log Header View the log header containing the carrier, vehicle, and driver information.
  • Open Driver Details View and edit the properties of the driver.
  • Add Record Add a log record for the driver on the selected date.
  • Print Logs Print the log currently displayed on the screen. You can also define a date range (last six months and current month) and print the logs for those days. The print button is visible for all previous dates except for the current (today) date.
  • Refresh Page Refresh the HOS logs screen to update the information displayed on the screen. The refresh button is only visible for the current (today) date.
  • Calendar Select the date you want to view a driver log for.

The graph displays the driver's various status updates throughout the selected date. Each status is color coded so you can easily differentiate when the status starts and when it ends.

The graph displays the following driver statuses:

  • Off Duty (gray) The driver is neither working nor driving.
  • Sleeper Berth (gray) The driver is on rest break.
  • Driving (green) The driver is driving a vehicle.
  • On Duty (blue) The driver is working, but not driving.

Areas shaded in orange are log entries that have been edited by the driver in the Driver Portal or by a user in DIRECTOR.

The grid section displays all the details for each logged status. When you hover over a line time in the grid, that same status is highlighted on the graph.

You can click a line item to edit that particular log record. When you edit a log, the historical or old version of the log is in light orange, while the updated or new version of the logs is in dark orange.

The grid displays the following columns:

  • Time The time when the driver changed his status.
  • Status The status of the driver.
  • Address The location where the driver changed his status.
  • Vehicle The vehicle operated by the driver.
  • Co-Driver The driver's co-driver for the corresponding date.
  • Trailers The trailer(s) attached to the vehicle operated by the driver.
  • Shipper The source of the goods shipped by the vehicle.
  • Manifest The manifest information associated with the vehicle and trailer(s).
  • Commodity The type of goods shipped by the vehicle.
  • Edited By The person who edited the log entry. This could be the driver himself or a fleet administrator.
  • Comments Comments entered by the driver or a fleet administrator.
  • Odometer The odometer of the vehicle when the log record was generated.
  • Engine Hours The engine hours of the vehicle when the log record was generated.
  • Origin The source of the log entry. This may be the driver, the system (Auto), or an edit request.

You can suggest edits to driver logs by adding a new log record, editing an existing one, or by assigning an unassigned drive time to a driver. These suggested edits are only finalized when the driver approves them. On the other hand, if the driver rejects them, the suggested edits are deleted.

If drivers have any outstanding suggested edits, they must approve or reject them first before they can sign their logs, which they can do via the HOS Driver Portal.

System-generated drive time cannot be shortened.

You can suggest a log edit to the driver if you believe that a log record has incorrect information. The driver can then choose to either approve or reject the edit.

  1. Click HOS > Logs.
  2. Click Driver Select. Choose a driver from the list and click Submit.
  3. Select a date from the calendar.
  4. Click Add Record to suggest a new log for the driver. Click on an existing log record to suggest an edit.
  5. Make the necessary changes to the log. Note that the following fields are required:
    • City
    • State
    • Comments
    • Odometer

    If you need to set a co-driver, you are limited to the drivers you can see in the list by Driver Access Control.

  6. When finished, click Save & Close

Managing Unassigned Drive Time (UDT) is the responsibility of both Commercial Motor Vehicle (CMV) Drivers and Fleet Managers. Any UDT records that do not belong to a driver must be annotated by the administrator in DIRECTOR to be properly accounted for. To reduce work for both parties, anyone who moves a vehicle (both drivers and support personnel) must log on to DRIVE (on the in-cab display) before a vehicle is moved. Otherwise, a UDT record is created, which must be manually assigned or annotated with a comment.

The Unassigned Drive Time page (HOS > Unassigned Drive Time) displays log records that are not assigned to any drivers. This may occur because of one of the following:

  • Drivers or support personnel forget to log on to the in-cab display before the vehicle is moved
  • The in-cab display malfunctions and does not allow the driver to log on before the vehicle is moved
  • The in-cab display is not powered on or is not connect to power before the vehicle is moved

Administrators can assign a UDT record to a Commercial Motor Vehicle (CMV) driver if they believe that the log record belongs to the driver.

If administrators assign UDT to a driver, it is considered as a suggested edit and is only finalized when the driver approves or rejects it.

UDT records can only be assigned to CMV drivers. If support personnel moved a vehicle, see LINK TO SECTION BELOW.

  1. Click HOS > Unassigned Drive Time
  2. Select the check box for a UDT record and click Select Driver
  3. Select a driver from the list and click Select

You can deselect an unassigned drive time record if you change your mind about assigning it to the driver

  1. Enter a comment
  2. Click Save

The record is now sent to the driver’s log for them to accept or reject.

Administrators can assign multiple UDT records to a CMV driver if they believe that those log records belong to that driver.

If administrators assign UDT to a driver, it is considered as a suggested edit and is only finalized when the driver approves or rejects it.

UDT records can only be assigned to CMV drivers. If support personnel moved a vehicle, see LINK TO SECTION BELOW.

  1. Click HOS > Unassigned Drive Time
  2. Select the check boxes for multiple unassigned drive time records and click Select Driver located on the top-right corner of the page

You can deselect an unassigned drive time record if you change your mind about assigning it to the driver

Be very careful when selecting records: once a record has been commented and removed from the list, it cannot be undone

  1. Select a driver from the list and click Select
  2. Click Add
  3. Click Save

The record is now sent to the driver’s log for them to accept or reject.

As per FMCSA, Unassigned Drive Time records can only be assigned to Commercial Motor Vehicle drivers. If UDT records are created by support personnel and not CMV drivers, you must annotate those records with a comment and leave them unassigned to be in compliance.

  1. Click HOS > Unassigned Drive Time
  2. Under the Supervisor Comments column, annotate the record with a comment on who moved the vehicle and why
  • For example, James’ Mechanic Shop returned vehicle to ABC Trucking Company Yard
  1. Click Save

The comment is added to the record and removed from the list.

To save time, you can add the same comment to multiple UDT records.

  1. Click HOS > Unassigned Drive Time
  2. Select the check boxes for the records you wish to annotate with a comment

  1. In the Comment field above all the records, enter your comment and click Add
  • Your comment is entered for each UDT record you selected

To be compliant with the FMCSA’s ELD mandate, you can export up to 30 days of driver logs to the FMCSA. From the HOS Overview screen, you can select a driver, transfer the logs, and view the status of the transfer.

Prerequisite

  • Only drivers who have logged into an in-cab device will be displayed in the HOS Overview screen.

Transferring Logs to the FMCSA (DOT)

  1. Click HOS > Overview. Drivers who have logged into an in-cab device will be displayed on the HOS Overview screen.
  2. If the FMCSA requests logs from a deleted driver, you can display inactive drivers on the grid by clicking on the All Drivers toggle from the top right corner of the page.
  3. Select a driver and click . The Transfer Logs dialog box opens.
  4. Select a date range for the logs that you need to transfer. You can go back a maximum of six months and export one to thirty days worth of data. You cannot export data for the current day.
  5. Enter a comment if necessary and click Send.
  6. You can view the status of the transfer under the Log Transfer Status column. If you cannot see the column, click and enable Log Transfer Status. The following are the possible status values:
    1. Queuing The Queuing status will display for a prolonged time if there was a problem in DIRECTOR sending the log – this means the request was not sent from DIRECTOR to the FMCSA to start processing.
    2. Processing The file has been generated and sent to the FMCSA. The file has not been rejected or accepted by the FMCSA.
    3. Completed The file has successfully transferred and been accepted by the FMCSA.
    4. Failed The file has an error and has been rejected by the FMCSA or the driver lacked any activity during the selected date range.
  7. You can click on the status to show the source of the request and the reason codes in case the transfer fails. You can click Retry to send the logs again.

If a driver forgets his or her login password to the driver portal, you can reset the password and get a temporary one.

Prerequisite

  • You must have permission to perform this task. For more information, contact your regional support team.

Resetting a Driver's Password

  1. Click Administration > Users.
  2. Select the user you want to reset a password for and click Properties.
  3. At the bottom left corner of the screen, click Reset Password. A temporary password is displayed.
  4. Record or copy and paste the temporary password, and click OK.
  5. Give the temporary password to the user. When the user successfully logs in, he can change his password to something he can easily remember.
